El artículo 84 de la Constitución quedará así:

ARTÍCULO 84.

El Presidente de la República podrá hacer presente la urgencia en el despacho de un proyecto, y en tal caso, la Cámara respectiva deberá decidir sobre él, dentro del plazo de treinta días. La manifestación de urgencia puede repetirse en todos los trámites constitucionales del proyecto; pero si el Presidente insistiere en la urgencia, el proyecto tendrá prelación sobre todo otro asunto, hasta que la Cámara respectiva resuelva sobre él.
