Artículo tercero. Esta comisión iniciará trabajos en el sector Riohacha-Dibulla, dependerá directamente del Ministerio de Obras Públicas y procederá, en el ejercicio de sus funciones, de acuerdo con las especificaciones técnicas sobre estudios y construcción de carreteras, y en sus reglamentos de contabilidad, estadística y sanidad dictados por el mismo Ministerio. Comuníquese y publíquese.
