Habrá un Director General de Aduanas. La primera persona nombrada para este cargo lo será directamente por el Gobierno para un período que expirará el 31 de diciembre de 1932. De allí en adelante el período del Director General de Aduanas durará cuatro años, y su nombramiento será hecho por el Gobierno, de terna que le presentará la Junta General de Aduanas.
