A partir de la vigencia del presente Decreto y hasta el 1º de noviembre de 1994, congélanse las plantas de personal de los ministerios, departamentos administrativos, superintendencias, establecimientos públicos, unidades administrativas especiales y las de los empleados públicos de las empresas industriales y comerciales del Estado del orden Nacional.
