Art. 163. La responsabilidad que por medio del juicio de cuentas se exige á los responsables del Erario tiene por objeto poner á cubierto el Tesoro nacional de todo pago ó erogación ilegal, haciendo enterar en el por reintegro cualesquiera sumas indebidamente extraídas de la Caja, así como corregir las faltas cometidas en lo que concierne á la Contabilidad.
