Sin perjuicio de lo dispuesto en la Ley 80 de 1993 y demás normas que lo modifiquen, para las compras que se realicen sin licitación o concurso de méritos, los órganos públicos tendrán en cuenta las condiciones que el mercado ofrezca y escogerán la más eficiente y favorable para el Tesoro Público.
