En la distribución de partidas que propongan los Ministerios y Departamentos Administrativos destinadas a atender el pago de sueldos, el valor mensual de la nómina que señale no podrá exceder la duodécima parte del monto de la respectiva apropiación. Igual criterio se aplicará en la distribución de las partidas destinada a atender gastos ordinarios y periódicos que deban cubrirse mensualmente.
