º. Los Agentes de navegación fluvial en los puertos de tránsito, o a falta de estos empleados nacionales, los Alcaldes o Corregidores de los Municipios o Corregimientos donde se embarquen o desembarquen mercancías que se internan, exigirán del consignatario en el puerto la guía que debe acreditar que las mercancías fueron legítimamente importadas. Si no se presentare la guía serán decomisadas como de contrabando.
