La Nación contribuirá con la cantidad de cien mil pesos ($ 100,000), pagadera en dos vigencias, para la construcción de una clínica para niños en la ciudad de Medellín, siempre que el Departamento, el Municipio o la Cruz Roja aporten por lo menos el cincuenta por ciento (50%) del aporte nacional de que trata este artículo.
