Con el fin de evitar que la tarifa de aduanas sea alterada aun en los casos de calamidad pública, autorízase al Gobierno para que pueda subvencionar el transporte de viveres á los lugares asolados, prefiriendo los productos nacionales. Las sumas que destine á este objeto se considerarán incluidas en el Presupuesto de Gastos.
