El Poder Ejecutivo dará cumplimiento á esta Ley por medio de una Comisión Central, compuesta de siete miembros principales y siete suplentes, nombrados por él, residentes en Bogotá y oriundos de los antiguos Departamentos más azotados por la plaga, es á saber: Cauca, Antioquia, Bolívar, Magdalena, Santander, Tolima y Cundinamarca.
