El gobierno procederá a hacer realizar los estudios necesarios para mejorar el cauce y las bocas de los ríos Sinú y Atrato, de conformidad con lo dispuesto en el Artículo 1o de la Ley 46 de 1920 terminados los estudios de que trata este Artículo, el Gobierno acometerá la ejecución de las obras en todo o en parte, dándole relación a la apertura de las bocas de los mencionados ríos, por contrato, por administración directa o delegada.
