De conformidad a lo dispuesto en el ordinal 20 y 11 del artículo 76 y en concordancia con el artículo 79 de la Constitución Nacional autorizase al Gobierno Nacional para destinar una suma del Presupuesto Nacional en la dotación del laboratorio y de material didáctico de las demás dependencias del Instituto Nocturno Departamental de Enseñanza Media, INDEM Monseñor Emilio Botero González, en el municipio de Marinilla, Departamento de Antioquia, cuna del ilustre Prelado haciendo perpetua su memoria.
