Los recursos que recaude el Fondo para la inversión de la sobretasa del ACPM, creado en el artículo 68 de la Ley 508 de 1999, se destinarán a financiar el pago de las obligaciones que asuma el Instituto Nacional de Vías contra las apropiaciones aprobadas mediante la presente ley en el programa "Mejoramiento y mantenimiento de infraestructura propia del sector".
