ARTICULO 87. Las distribuciones de gastos de iniciativas diferentes a los organismos y entidades con destino a la financiación de entidades privadas tendrán un valor superior al millón de pesos y dichas entidades deberán estar legalmente constituidas antes del treinta y uno de diciembre de mil novecientos ochenta y nueve. La ejecución presupuesta! de estos recursos deberá efectuarse según lo establecido por la Ley 38 de 1989, sus decretos reglamentarios y demás normas concordantes.
