Parámetros para determinar los territorios que carezcan, total o parcialmente, de una infraestructura para la provisión del servicio público de gas. Se entenderán como municipios que carecen de la infraestructura necesaria para la provisión del servicio de gas combustible por redes aquellos con un Índice de Cobertura Ajustado (ICA), definido por el Ministerio de Minas y Energía, menor o igual al diez por ciento (10%), en los cuales, únicamente se podrán presentar proyectos para el servicio público de gas combustible a través del mecanismo de Obras por Impuestos de que trata el artículo 800-1 del Estatuto Tributario.
