Entre las fechas de apertura y cierre del concurso debe transcurrir un término no inferior a diez (10) días calendario. Las propuestas se recibirán en sobres cerrados dentro del plazo del concurso y en acto público, en el día y hora señalados para el cierre del concurso, se abrirán las propuestas y se levantará un acta con la relación sucinta de las mismas.
