Con el fin de contribuir a fortalecer la cobertura de capacitación en materia de ciencia y tecnología para brindar mejores oportunidades de trabajo a la juventud del país, se podrá promover por el Gobierno Nacional la apertura de nuevas carreras tecnológicas en el Instituto Técnico Central e incluso, establecer nuevas seccionales en otras ciudades siempre que la entidad territorial interesada contribuya a la cofinanciación del proyecto.
