Los recursos del Fondo Nacional del Tabaco al momento de su liquidación quedará a cargo el Ministerio de Agricultura y Desarrollo Rural y su administración deberá ser contratada por dicho Ministerio con una entidad gremial del sector agropecuario que garantice su utilización en programas de apoyo y defensa del subsector tabacalero.
