Los prestatarios del servicio especial de banda ciudadana deberán velar por el uso racional de las frecuencias asignadas. En ese sentido sus comunicaciones estarán limitadas al mínimo de tiempo requerido. En todo caso ninguna de ellas podrán exceder de cinco (5) minutos continuos y al final de cada transmisión cada una de las estaciones intervinientes no podrán cursar otra comunicación antes de transcurridos al menos dos (2) minutos.
