Auxíliase, por una sola vez, con quince mil pesos ($ 15,000) la construcción de la Cárcel del Circuito de San Andrés, en el Departamento de Santander, y con diez mil pesos ($ 10,000), por una sola vez, la planta eléctrica de Caicedonia.

En la Ley de Apropiaciones de la vigencia de 1929 se incluirán las anteriores partidas, y si así no se hiciere, el Gobierno queda autorizado para abrir los créditos adicionales correspondientes.
