Se exceptúan de pagar la contribución para "Fondo de los Ciegos", los teatros de propiedad oficial que sean administrados directamente por la Nación; los Departamentos o los Municipios, y dejará de hacerse efectiva sobre los teatros cuyas utilidades se destinan exclusivamente a objetos de beneficencia y acción social, o cuando los establecimientos gravados por ella no funcionen por lo menos tres veces al mes.
