Art. 4.° Los Presidentes i Gobernadores de los Estados, en uso de la facultad que les concede el inciso 12, artículo 18 de la lei de 4 de lui último, "organizando la hacienda nacional," dictarán las medidas conducentes a la cumplida ejecucion de lo aquí dispuesto, a fin de facilitar en el comercio la circulacion de la moneda lejítima.
