Para ser afiliado a una Cámara de Comercio, además del registro público de comercio, será necesario que el interesado presente una solicitud que deberá ser apoyada por un banco local o por tres comerciantes notables del lugar, y que sus libros de comercio estén debidamente registrados; si la Cámara negare la inscripción, devolverá al interesado la cuota o derecho que haya consignado para ese fin.

Las Cámaras de Comercio decidirán de estas solicitudes, verdad sabida y buena fe guardada.
