La suma que mensualmente debe la Junta dedicar a la regulación del cambio debe ser fijada por acuerdo celebrado al principio de cada mes, teniendo en cuenta las condiciones de los mercados. A este acuerdo deben concurrir el Ministro del Tesoro y el Revisor. El acuerdo podrá ser formado, con la concurrencia de los funcionarios indicados, en el curso del mes, si las condiciones de los mercados varían y lo requieren.
