El Gobierno nacional en el término de un año contado a partir de la entrada en vigencia del presente decreto, realizará un estudio que permita evaluar los impactos causados en las regiones productoras de hidrocarburos y minerales con el actual Sistema General de Regalías de tal manera que se presente una nueva propuesta que garantice a las zonas productoras la asignación justa de regalías directas que hagan viable a las regiones y a la industria minero energética.
