La Comisión, a propuesta de la Junta y en cualquier tiempo, adoptará nuevos Programas Sectoriales de Desarrollo Industrial, y determinará las normas pertinentes, teniendo en cuenta la experiencia obtenida en la aplicación del Capítulo IV y considerando la importancia de la programación industrial como mecanismo fundamental del Acuerdo.
