ARTICULO 56 . CONDICIONES BASICAS EN LAS CUALES DEBE PRESTARSE EL SERVICIO DE TELEFONIA MOVIL CELULAR. El sistema o sistemas de telefonía móvil celular que adopte el Ministerio de Comunicaciones, deberá contar con la facilidad de "Hand- off" o transferencia de control de un usuario móvil desde una célula a otra cuando exista una degradación en la relación señal a ruido (S/N) y, de "Roaming" o seguimiento de un móvil cuando sale de su área geográfica e ingresa a otra.
