Las sumas destinadas en los artículos anteriores se incluirán en los Presupuestos de las vigencias próximas, hasta su pago total, quedando facultado el Gobierno Nacional para efectuar las apropiaciones y traslados del caso en los Presupuestos de las vigencias próximas, para asegurar el cabal cumplimiento de lo ordenado por esta Ley.
