Art. 19 Destínase el usufructo de los terrenos baldíos que haya en cada Municipio al fomento de las obras públicas que decrete la Municipalidad respectiva, previa solicitud del Ministerio de Obras Públicas.

Parágrafo

Cédese a los Distritos el usufructo de cualesquiera otros terrenos de propiedad nacional que haya situados dentro de sus respectivos límites.
