Art. 5° En cada puerto de la República. La autoridad respectiva designará el lugar conveniente en donde los capitanes de buques, tanto nacionales como extranjeros, o los que funcionen en su lugar, tenga el deber de depositar las materias que lleven de lastre, cuando quieran alijerar de ellas el respectivo buque.
