Art. 1.° Créase una Intendencia especial, sometida á la autoridad directa del Gobierno, en la parte del territorio de la República comprendido dentro de los siguientes límites: el meridiano tercero al Oriente del meridiano de Bogotá, hasta cortar el río Meta; este río, aguas abajo, hasta su desembocadura en el río Orinoco; luego por este río, siguiendo la frontera con los Estados Unidos de Venezuela, hasta la piedra del Cocuy, límite de dicha República con la del Brasil; y luego por los límites con las Repúblicas del Brasil y el Perú, hasta volver al meridiano tercero al Oriente de Bogotá.
