Todas las personas que presten sus servicios al Instituto son empleados públicos, y por lo tanto estarán sometidos al régimen legal vigente para los mismos. No obstante lo anterior, conforme el artículo 5º del Decreto 3135 de 1968, podrán vincularse mediante contrato de trabajo las personas que desempeñen las siguientes actividades: 1° Servicios profesionales en materia de asesoría técnica, científica o Jurídica. 2º Construcción y sostenimiento de obras y equipos. 3º Labores de aseo, servicios de alimentación, lavado y planchados, asistencia doméstica.
