Adiciónase el articulo 1° de la Ley 149 de 1936 con la siguiente norma que constituirá su inciso segundo:

Ninguna empresa industrial, de comercio o de cualquiera otra naturaleza establecida o que se establezca en el país, cuya nómina de salarios (inclusive las remuneraciones pagadas a sus vendedores o agentes viajeros) exceda de mil pesos mensuales, podrá ocupar vendedores o agentes viajeros extranjeros en cantidad mayor del 10% del personal total de agentes viajeros o vendedores que ocupe.
