Art. 4º. El Gobierno hará liquidar lo que se debe a los pensionados, cualquiera que sea la vigencia económica a que el atraso se refiera, y destinará la cantidad de dos mil pesos ($2,000) mensuales, en remate para amortizar desde el 1º de Enero de 1889 los documentos que se emitan por esta causa.
