"Artículo 23. El servicio a que se refiere el presente contrato estará sujeto a la inspección del Gobierno, el cual la ejercerá por medio de sus empleados y agentes. En todo el tiempo de la vigencia del contrato, el Gobierno mantendrá en la empresa un interventor de su libre nombramiento y remoción, cuyo sueldo no mayor de cuatrocientos pesos mensuales, será pagado por el Concesionario.
