A partir de la vigencia de este Decreto todos los pagos que deban hacerse en moneda extranjera por concepto de fletes de importación, de exportación o de cabotaje se efectuarán a través del mercado de capitales. La Junta Monetaria dará especial preferencia en los presupuestos de divisas a las partidas necesarias para el pago de fletes de importación y de exportación. Lo dispuesto en este artículo se aplicará a los fletes que se paguen por importaciones reembolsables o no reembolsables, oficiales o particulares.
