Artículo cuarto. El restablecimiento de la licencia de funcionamiento o de la aprobación suspendida en virtud de lo dispuesto en este Decreto, requiere la certificación de los alumnos, padres de familia o acudientes, de que se les han reintegrado los dineros cobrados en exceso.
