Artículo quinto . El personal técnico y de administración que haya de pagarse con los fondos expresados, será nombrado por la Gobernación del Departamento de Cundinamarca, sometiendo a la aprobación del Ministerio de Obras Públicas los nombramientos y sus asignaciones.
