º . Modifícase el inciso 1º del artículo 356 del Decreto 2685 de 1999, el cual quedará así: "Responsabilidades. El declarante se hará responsable ante la aduana por la información consignada en la declaración de tránsito aduanero y por el pago de los tributos aduaneros correspondientes a la mercancía sometida al régimen de tránsito que no llegue a la aduana de destino. Si el declarante es una agencia de aduanas, esta sólo responderá por el pago de los tributos en el evento previsto en el
