Art. 3.º La respectiva Comision de "Pensiones y gracias" emitirá su informe, de acuerdo con las respectivas disposiciones reglamentarias y previo exámen del asunto, y sólo con vista de tal informe podrá considerarse en primer debate el respectivo proyecto.

Parágrafo

Si se tratare solamente de una peticion que pueda motivar un proyecto, será pasada al estudio previo de la Comision de "Pensiones y gracias," si estuviere comprendida en alguno de los casos del artículo 2.º
