Art. 1° Autorízace al Poder Ejecutivo para celebrar con el Gobierno del Estado de Bolívar un convenio en que se estipule, con carácter de irrevocable, la libertad del tránsito por el canal del Dique, de manera que ni las embarcaciones ni los productos que pasen por dicho canal esten sujetos a contribuciones de ninguna especie.
