Acláranse los Artículos 1º de la Ley 86 de 1919 y numeral 1492 del Artículo 1o. de la Ley 113 de 1919 , en el sentido de que las dos Leyes no son contrarias ni contradictorias sino que la segunda es adicional y reformatoria de la primera y por lo tanto los gravámenes señalados en la Ley 86 y en la 113, ambas de 1919, quedan vigentes y la segunda adiciona y reforma a la primera.
