Salvo pérdidas o daños por fuerza mayor, evaporación, deterioro natural, empaque defectuoso, el paquete curso, el Gobierno responderá a los dueños de la mercancía por toda pérdida, o entrega equivocada, o daño de la mercancía almacenada en bodegas oficiales, desde la fecha de su recibo hasta la de su retiro en forma legal o su abandono voluntario, o hasta cuando se le considere legalmente abandonada por haberse cumplido el término legal de almacenaje.
