El inciso b) del artículo 2° del Decreto-ley número 818 de 1940 quedará sustituido así:

"Que el Tesorero Municipal expida un certificado en que conste que el campesino en cuestión ha venido pagando el impuesto predial, correspondiente a la parcela que ofrece como garantía hipotecaria, o que no figure en los registros de la Tesorería Municipal el impuesto sobre tal parcela, ni sobre la finca de mayor extensión que la incluya, ninguna persona distinta del solicitante."
