Organización Regional . El Gerente General previo concepto del Consejo Directivo del Instituto, podrá crear y conformar Grupos de Trabajo, en el territorio nacional, determinando su sede y jurisdicción, para el desarrollo de los planes, programas y proyectos institucionales, atendiendo la racionalización de los recursos y de acuerdo con las necesidades del servicio.
