Art. 1° Autorizase ampliamente al Gobierno para que por medio de un comisionado especial de su libre nombramiento contrate en el exterior un empréstito hasta por tres millones de libras esterlinas ( £ 3.000,000) sobre la garantía de la participación de la Republica en los productos del Canal de Panamá y un tanto por ciento de los derechos de importación de las Aduanas del Atlántico y Cúcuta.
