Artículo único . Declarase que el Decreto de carácter provisional Legislativo número 84, de 26 de Enero de 1.903, ha surtido íntegramente sus efectos, y que, en consecuencia, rigen actualmente en el país las disposiciones de Ley 51 de 1.898 (sobre prensa), vigente el 18 de Octubre de 1.899, fecha en que se declaró turbado el orden público en el territorio de la Nación.
