En caso de enganche de obreros que vayan a trabajar en las obras públicas naciones a cargo de los Ministerios, Departamentos Administrativos e Institutos Descentralizados, el respectivo Ministro, Jefe de Departamento o Gerente, podrá autorizarlo previa certificación del Delegado del Presupuesto o el Auditor Fiscal del Instituto Descentralizado respectivo, de que existe apropiación presupuestal suficiente.
