Autorízase al Gobierno para que incorpore en los presupuestos nacionales los ingresos y las apropiaciones emanadas de las operaciones financieras autorizadas por este estatuto, con el sólo requisito de su aprobación por el Presidente de la República, previo concepto favorable del Consejo de Ministros, y la revisión del Consejo de Estado.
